Client-side caching in content management systems.

Background

Users in developing countries are often extremely short of bandwidth. They don't want their browsers requesting pages that should already be cached. The HTTP protocol has excellent support for pages to declare expiry and last-modified dates, and for the server and client to decide whether to send a file accross the network or use one already cached.

Humanitarian Information Centres are having a positive impact on their operating environment. They are widely used and there are few agencies that are not familiar with their products. If all they manage to do is provide some basic common data (such as standard village lists) there is value in this. The potential is far greater however.

Learning from Kosovo: The Humanitarian Community Information Centre (HCIC)

Following the mass return of Albanian refugees to Kosovo in June 1999, the UN High Commissioner for Refugees was assigned responsibility for the Office of the Deputy Special Representative of the Secretary-General for Humanitarian Affairs of the UN Interim Administration in Kosovo.

By mid-August, the HCIC was formally opened in the UNHCR building in Pristina. Its work included developing a contact list and sectoral matrix, and organising daily briefings for the humanitarian community. As well as office space, UNHCR agreed to provide administrative support for the Centre.

Information Exchange for Humanitarian Coordination in the Horn of Africa

Description

This article looks at some of the constraints facing humanitarian data and information exchange in the Horn of Africa, and reviews possible solutions. It suggests that, at national and regional levels, there is a need to build up the voluntary but formal institutional arrangements for information exchange. Technical services or ‘warehouses’ should store, compile and disseminate data, while providing basic technical support to humanitarian partners.

Data Exchange Platform for the Horn of Africa (DEPHA)

Judging by the web site only, DEPHA specialising in providing baseline maps and map data aimed at the larger NGOs since 2002. This is good for preparedness. It is possible for anyone to download maps or GIS layers to use in making their own maps. News is not available in RSS, and the site seems rather haphazard and shallow, but the idea and basic service offered is excellent.

The organisation also aims to promote the use of geographic data.


Improving NGO coordination: lessons from the Bam earthquake

Description

In a recent lessons-learned meeting on the Bam earthquake in Iran, a polite and respectful colleague from the Iranian Ministry of Health related his frustration at international NGO coordination in the early days of the emergency. He said that, at the same time as he was desperately trying to set up field hospitals and bury the dead, representatives from over 100 international NGOs had individually requested meetings with him.
