2001 Information Management Priority / Planned Activity:
Establish an Information Management Thematic Network (IMTN) within OCHA as an advisory board on information management strategy and systems development. The Network will provide strategic direction to the OCHA information management system, identify requirements and problems, and facilitate the implementation of solutions, including
information management policies and standards.
This is elaborated:
To improve its efforts in this area, OCHA is taking a two prong approach. The first is to systematically engage OCHA staff at headquarters and in the field in an ongoing dialogue about OCHA’s IM/ITneeds and problems, and solutions to them. This will be done by establishing an OCHA Information Management Thematic Network. The Network will include representatives of all OCHA Branches and Sections, and of its field offices. It will meet on a regular basis (usually via teleconferencing, but at least annually face-to-face) to provide strategic direction and implementation support for OCHA’s IM and ITwork.

Did this initiative add up to even a single event, document or man hour?
By what chain of events, what decisions, what political wrangling transformed an OCHA priority into these embarassing relics? How much money was allocated to it, and how was it spent? Where did the vision come from and who killed it? What kind of thing is priority / planned activity that it can vanish so completely? Where was the reporting that said 'This initiative didn't work and here's why'.
I wondered what the priorities / planned activities were for 2007, but a search of OCHA's 2007 report revealed no instances of the word priority, planned, or activity. The html version could not be searched.
Am I being naive here? Or unduly harsh?
