Global Disaster Information Network
Founded to support the American Indians through natural disasters, this small but energetic organisation had the depth of vision to see that their information needs were similar to everyone elses. They have done a lot of lobbying for projects concerned with sharing information in disasters, particularly with mapping information.
They also supported partnered with NASA on their helios project to see how this high-altitude unmanned aerial vehicle might be used to provide hi res images of disaster areas. This project was stopped when the prototype crashed.
They also worked towards using High altitude balloons for the same purpose.
