Emergency Capacity Building Project

In 2003, seven of the largest NGOs responding to emergencies, perhaps feeling sidelined by the UN, formed the Emergency Capacity Building Project, and identified four main areas in which collaboration would be beneficial. The paper which discussed the fourth area, Information and Technology Requirements can be found in the library section.

Consequently, ECB project has teamed up with NetHope on several initiatives, of which the most developed is the ICT 4 emergencies Resource Centre, built with Sharepoint.

The first page of this site involves an 850k download, including 250k of javascript; each page of html averages 90k. This is not a web site built for the field.

It publishes email addresses and phone numbers without a login (this seems to be in direct contrast to the privacy statement) and is confusing to navigate. Despite saying Copyright 2006, the website seems mostly empty.

If this inititative got off the ground and got some momentum behind it, it could teach the HICs a thing or two, but it looks like a failed venture at the moment. Nethope, who assumed responsibility for the project, don't seem to link to it from their site, but ECB project does.
